The United States Supreme Court, in finding segregated public schools unconstitutional, has focused attention upon social change that has been in process for a long time.

The program of the National Congress of Parents and Teachers has been and will be to promote the welfare of all children and youth in home, school, community, and place of worship.  Attainment of these objectives is the responsibility of each state congress.  A program must be developed in accordance with state needs and in accordance with National Congress policies.

Educational integration of different races and ethnic groups is proceeding rapidly in some communities; it will require a long transition period in others.

The National Congress urges parent-teacher leaders, in cooperation with schools and other governmental authorities in each community, to study and pursue effective means in working toward a just solution to the complex problem of segregation in public schools.
