Whereas, Statistically, sudden cardiac arrest is the foremost cause of death in the United States, as well as the principal cause of death among young athletes; and 

Whereas, At least 250,000 Americans die from out‐of‐hospital sudden cardiac arrest annually with estimates of up to 7,000 or more young people dying each year from sudden cardiac arrest; and 

Whereas, Death from sudden cardiac arrest is often avoidable if treated within the first five minutes with cardio pulmonary resuscitation (CPR) and the use of an United States Food and Drug Administration (FDA) approved automated external defibrillator (AED); and

Whereas, Quick response guidelines for sudden cardiac arrest along with training and maintenance have been established; and 

Whereas, Every state has Good Samaritan laws or acts that protect individuals who aid a victim during a medical emergency; and 

Whereas, Measures have been enacted by some to provide school boards immunity for ordinary negligence in acts or omissions resulting from the operation, testing, or maintenance of AEDs; Therefore, be it 

Resolved, That National PTA and its constituent associations support the development and implementation of a practiced plan at each public school to summon help, perform CPR and use AEDs to save lives; and be it further 

Resolved, That National PTA and its constituent associations promote education about the importance of purchasing and maintaining FDA ‐ approved AEDs, as well as ongoing AED and CPR training for all schools; and be it further 

Resolved, That National PTA and its constituent associations advocate for legislation that independently funds the placement of an FDA ‐ approved AED FDA‐approved AEDs in every school while providing immunity for ordinary negligence in acts or omissions resulting from the operation or maintenance of (AEDs).
